Murderer of pregnant secretary, absconding for 16 yrs, caught
The Delhi Police crime branch has arrested a murder convict who had jumped bail granted to him in 1999 and was living under the false identity of a lawyer. The accused, now aged 53, had been sentenced to life for murdering his secretary when she became pregnant with his child. Vipan Kumar (alias Vipan Khanna alias Vinayak Kumar), arrested in Delhi on Thursday, was convicted in 1995 in Ludhiana by the Punjab High Court. He had jumped bail granted by the Supreme Court and has been absconding since then, police said.
“We received information that Kumar would be driving to a location near Nizamuddin Railway Station in a car with a fake number plate. Punjab police had approached us for help in tracing Kumar last week because they were supposed to file a report regarding him in the court on May 7, after the High Court there upheld Kumar’s life sentence. We apprehended him on May 6,” Additional Commissioner of Police K P S Malhotra said. Kumar began working in his father’s steel utensils unit in Ludhiana in 1990. He hired a secretary and developed an intimate relationship with her. When he knew she was pregnant with his child, he along with his driver Amarjeet murdered the woman in 1995. Police registered a case and arrested Kumar, Amarjeet and Kumar’s father Ramlal — all of whom were convicted with jail for life in 1998. Ramlal, who was convicted for criminal conspiracy, died in jail, police said. Kumar appealed to the Punjab and Haryana High Court the following year. Pending the appeal, the SC granted him bail. Kumar then moved to Delhi with his family. He kept changing his location to evade arrest. Meanwhile, the Punjab High Court upheld his conviction, while he hid in undisclosed locations in Delhi. Most recently, he is said to have lived in Shalimar Bagh under the assumed name of Vinayak Kumar, police said. “Several forged documents such as two fake driving licenses were recovered from Kumar. He had also procured a fake identity card purportedly issued by the Bar Association of Ludhiana, portraying himself as a practicing advocate. He was also found to be involved in the supply of illicit liquor. All these offences are being investigated,” an officer said.
